Why Austin Families Are Looking at Harbor Health

Most health plans make you pay thousands of dollars before they pay much of anything.

On a typical Marketplace plan, you spend down a deductible first, and every doctor visit starts to feel like a financial decision. When care feels expensive, it gets easy to put off the visit you actually need.

Harbor Health takes a different approach. The same company runs the clinics and the health plan, so your doctor, your records, and your benefits all live in one system. On Harbor’s featured plans, primary care, mental health visits, and walk-in Express Care all cost $0, with no deductible to meet first.

Harbor Health Insurance Company, Inc. is a Texas-licensed HMO. For 2026, its individual and family plans are sold only in Travis, Williamson, and Hays counties, so your county decides whether Harbor is an option for you.

The Honest Harbor Health Trade-offs

What works well

  • Featured plans charge $0 for the deductible, primary care, mental health, and Express Care.
  • Specialist visits can cost $0 when your primary care provider refers you.
  • Your clinic and your health plan share one system and one record.
  • Tax credits apply, and some households pay $0 a month after credits.
  • Emergencies are handled at any hospital at your normal ER cost share.

What to watch

  • Plans are sold only in Travis, Williamson, and Hays counties for 2026.
  • Harbor plans are HMOs. Outside the network, you pay the full cost of non-emergency care.
  • Skip the referral, and specialist visits jump to 50% on the G1 and S5.
  • The G1 out-of-pocket max is high, at $10,150 per person.
  • Brand-name and specialty drugs cost 50% on the G1.
  • Physical therapy is limited to 30 visits a year, and no plan works with an HSA.

Conclusion
Harbor Health is a strong fit if you live in Travis, Williamson, or Hays County and want low, predictable costs for everyday care. The $0-deductible plans work best for people who are comfortable staying in network and getting referrals. If you want an HSA or need care outside Central Texas, compare other options before you enroll.

Harbor Health Benefits Worth Knowing About

One team, one record

Because Harbor runs both the clinics and the plan, your care team can see your history, book your referrals, and check your benefits in one place. You spend less time on hold between offices.

Mental health without a referral

Therapy and psychiatry visits are $0 on most plans, including video visits through in-network services like SonderMind and Headway.

Specialist visits for $0

On the featured plans, a referral from a Harbor or in-network primary care provider brings many specialist visits down to $0. You never have to get a referral, but it is the easiest way to save.

A nurse line for urgent questions

When you are not sure where to go, a nurse can help you choose the right next step before you head to the ER.

Walk-in Express Care

Express Care visits are $0 on the featured plans, and you do not need to be an existing patient to book one.

$0 delivery for local members

Prenatal visits are $0 as preventive care, and In-Area members pay $0 for delivery at Harbor and in-network facilities.

Common Questions About Harbor Health Insurance

Harbor Health Plan FAQ icon

Q: Where are Harbor Health insurance plans available?

A: For 2026, Harbor Health individual and family plans are sold only in Travis, Williamson, and Hays counties in Central Texas. Harbor says it plans to bring its insurance to more markets in 2027. If you live outside those three counties, ask us which lower-cost plans are available where you live.

Harbor Health FAQ icon

Q: Do I need a referral to see a specialist?

A: No, but a referral usually saves you money. On the featured plans, many specialist visits cost $0 when a Harbor or in-network primary care provider refers you. Without a referral, you pay 50% on the Gold G1 and Silver S5, or 20% on the Silver S6.

FAQ icon

Q: Can a tax credit lower my Harbor Health premium?

A: Yes. Harbor plans are sold through the Health Insurance Marketplace, so premium tax credits apply if you qualify. Harbor bills you only the amount left after your credit, which can be $0 a month. Households that qualify for extra savings may also see the S5 and S6 plans.

Harbor Health Insurance FAQ icon

Q: Do Harbor Health plans have a deductible?

A: Some do and some do not. The featured Gold G1, Silver S5, and Silver S6 plans have a $0 deductible. Harbor’s standard plans use a traditional deductible of up to $6,000 per person, and the Silver S1 pairs a $9,900 deductible with $0 primary care visits.

FAQ icon

Q: What if I need emergency care outside the Harbor Health network?

A: Go get care. Harbor treats emergencies the same way at any hospital, including out-of-network hospitals, so you pay your plan’s normal ER cost share instead of the full bill. Non-emergency care outside the network is different, because Harbor plans are HMOs and you pay that cost yourself.

Harbor Health FAQ icon

Q: Can I keep my current doctor with Harbor Health?

A: If your doctor is in Harbor’s network, yes. If not, and you are in the middle of treatment, you may qualify for a temporary transition of care request. Otherwise, visits with an out-of-network doctor are yours to pay in full, so ask us to check your doctors before you enroll.
